    There is an interesting parallel here, for those who have been following the controversy over Judge Murtha’s decision.

    If Senator Illuzzi’s idea becomes law, it will be structurally very similar to Act 160: the legislature will, for its own reasons, insert itself into what would otherwise have been a Public Service Board matter, and if Senator White’s idea becomes part of this law, it will first involve one or more studies.  That’s EXACTLY what happened in Act 160, where the legislature inserted itself in  what would otherwise have been the PSB’s decision, and demanded a series of studies.

    It should go without saying that NEITHER of these interventions is unconstitutional in any way.
